Google, an underdog in Asia, lays plans for Taiwan data center

Taiwan gets Internet traffic easily from the United States. I sits at the ends of undersea cables that extend directly from North America before branching off to other parts of Asia.

Google dominates Internet search engines by such a wide margin in the United States that it?s a verb as well as the corporate name of its Silicon Valley-based creator.

But in China, Google vies with the local, government-approved search engine Baidu ? which means 100 degrees ? and lags South Korea?s local brand Naver. It competes head on against fellow American company Yahoo for searches in Taiwan, splitting traffic roughly 50-50. Yahoo has also held a historic grip on Japan.

So this week, the 14-year-old Google announced that by the end of next year, it would open a data center in Taiwan to improve search speeds and reliability around the region.

Google has already started building data centers in Hong Kong and Singapore. But the larger one in Taiwan comes with government incentives and will boast a specific geographic advantage. That is, Taiwan gets Net traffic easily from the United States, home to Google and the source of numerous Internet search results, as it sits at the ends of undersea cables that extend directly here from North America before branching off to other parts of Asia.

Google will spend a combined $700 million on the three centers, which generally house computers and storage systems that help speed connections and keep them secure.

?More new Internet users are coming online everyday here in Asia than anywhere else in the world,? Google?s Asia Pacific President Daniel Alegre said at a groundbreaking ceremony on Tuesday at the coastal facility in Taiwan. ?That is why we are building data centers in Asia ??to ensure that our users here have the fastest, most reliable access possible to all of our services, so they can continue putting them to work.?

Google?s Taiwan data center will speed up searches particularly in China, which is just 160 kilometers (100 miles) away but has sought to censor Web searches. Baidu now controls about 75 percent of the searches in China.

?That?s a key, to serve China,? says Marvin Ma, software and services analyst with the market research firm IDC in Taipei. ?China will notice a clear improvement. And this way Google can avoid the censorship problem.?

In 2010, Google shut down its locally based Chinese search engine after a dispute with the communist government over censorship and cyber-attacks, a row that prompted harsh words from Secretary of State Hillary Clinton.

Google won?t give market shares for Asia or estimate the overall number of users in the region. In South Korea, Naver still handles about two-thirds of the Internet searches, analysts estimate. But two years ago, Google and Yahoo signed a search-engine technology deal that has muffled the rivalry in Japan.

Google is also catching up in Taiwan as the ever popular Yahoo retrenches, with reports of layoffs in the pipeline, says Jamie Lin, founding partner with Taipei-based tech investor appWorks Ventures. ?If they don?t make any mistakes, Google is going to be the dominant player in a couple of years,? he says.

A United Nations official says sacred lands -- like the Black Hills of Dakota, which includes Mount Rushmore -- should be returned to Native American control.

The United States must do more to heal the wounds of indigenous peoples caused by more than a century of oppression, including restoring control over lands Native Americans consider to be sacred, according to a U.N. human rights investigator.?

James Anaya, the U.N. special rapporteur on the rights of indigenous peoples, just completed a 12-day visit to the United States where he met with representatives of indigenous peoples in the District of Columbia, Arizona, Alaska, Oregon, Washington State, South Dakota, and Oklahoma. He also met with U.S. government officials.??

"I have heard stories that make evident the profound hurt that indigenous peoples continue to feel because of the history of oppression they have faced," Anaya said in a statement issued by the U.N. human rights office in Geneva Friday.?

That oppression, he said, has included the seizure of lands and resources, the removal of children from their families and communities, the loss of languages, violation of treaties, and brutality, all grounded in racial discrimination.?

Anaya welcomed the U.S. decision to endorse the U.N. Declaration on the Rights of Indigenous Peoples in 2010 and other steps the government has taken, but said more was needed.

'History of oppression'
His findings will be included in a final report submitted to the U.N. Human Rights Council. While not binding, the recommendations carry moral weight that can influence governments.?

"It is clear that this history does not just blemish the past, but translates into present day disadvantage for indigenous peoples in the country," Anaya said.?

?"There have still not been adequate measures of reconciliation to overcome the persistent legacies of the history of oppression, and that there is still much healing that needs to be done," he said.?

In Alaska and the Pacific Northwest, where some Native Americans depend on hunting and fishing, Anaya said tribes face "ever-greater threats ... due to a growing surge of competing interests, and in some cases incompatible extractive activities, over these lands and resources."?

"In Alaska, indigenous peoples complain about a complex and overly restrictive state regulatory apparatus that impedes their access to subsistence resources (fish and wildlife)," he said.?

Mining for natural resources in parts of the country has also caused serious problems for indigenous peoples.?

"Past uncontrolled and irresponsible extractive activities, including uranium mining in the Southwest, have resulted in the contamination of indigenous peoples' water sources and other resources, and in numerous documented negative health effects among Native Americans," he said.?

He said indigenous peoples feel they have too little control over geographic regions considered sacred to them, like the San Francisco Peaks in Arizona and the Black Hills in South Dakota. Anaya suggested such lands should be returned to Native peoples.?

"Securing the rights of indigenous peoples to their lands is of central importance to indigenous peoples' socioeconomic development, self-determination, and cultural integrity," Anaya said.?

"Continued efforts to resolve, clarify, and strengthen the protection of indigenous lands, resources, and sacred sites should be made," he added.?

Mount Rushmore, a popular tourist attraction, is located in the Black Hills, which the Sioux tribe consider to be sacred and have territorial claims to based on an 1868 treaty. Shortly after that treaty was signed, gold was discovered in the region. U.S. Congress eventually passed a law taking over the land.?

The U.S. Supreme Court ruled in 1980 that the seizure of the land was illegal and ordered the government to pay compensation. But the Sioux rejected the money and has continued to demand the return of the now public lands.?

Anaya said he will make specific recommendations on these and other issues in a full report later this year.?

We'll forgive you if you failed to take MIT up on its offer take its courses for free when it rolled out its MITx online learning platform last year. However, Harvard took notice of its efforts, and has joined MIT online to form the edX platform and offer courses and content for free on the web. There's no word on the available subjects just yet, but video lessons, quizzes and online labs will all be a part of the curriculum, and those who comprehend the coursework can get a certificate of mastery upon completion. edX won't just benefit those who log on, either, as it'll be used to research how students learn and how technology can be used to improve teaching in both virtual and brick and mortar classrooms. The cost for this altruistic educational venture? 60 million dollars, with each party ponying up half. The first courses will be announced this summer, and classes are slated to start this fall. The term "smart home" seems to turn up in tech circles every so often, only to fade into the background again without much sign of ultra-connected dwellings becoming a reality. Honda's at least putting one foot forward, with a just-unveiled test house in Saitama, Japan featuring a system for controlling and monitoring energy usage. The Honda Smart Home System (HSHS) consists of thin-film solar cell panels, a rechargeable home battery unit, gas and hot water supply systems and the Smart e Mix Manager. The latter is the central part of the energy-control system, and it keeps track of all the other components in addition to monitoring the home's use of power supplied by the grid. In emergency situations, it can also provide electricity via the home battery unit. On the day-to-day level, however, the system is there to let home owners know what sources of power they can kill. Honda also integrates its Japan-only Internavi system for controlling home appliances remotely. The car maker hopes to use the house for extensive demo testing, with an ultimate goal of reducing CO2 emissions by 50 percent. Report: Apple legally sidesteps billions in taxes

NEW YORK (AP) ? A published report says Apple Inc. uses subsidiaries in Ireland, the Netherlands and other low-tax nations as part of a strategy that enables the technology giant to cut its global tax bill by billions of dollars every year.

The New York Times on Sunday outlined legal methods used by Cupertino, Calif.-based Apple to avoid paying billions of dollars in federal and state taxes.

One approach highlighted in the report: Even though the company is based in California, Apple has set up a small office in Reno, Nev. to collect and invest its profits. The corporate tax rate in Nevada is zero. In California, it's 8.84 percent.

While many major corporations try to reduce their tax bills, technology companies like Apple, Google Inc., Microsoft Corp. and others have more options to do so.

That's because some of their revenue comes from digital products or royalties on patents, which makes it easier for them to move profits to tax-friendly states or countries, the Times said.

In contrast, it's tougher to shift the collection of profits from the sale of a physical product ? like groceries or a car ? to a tax-friendly haven.

The 71 technology companies in the S&P 500, including Apple, Google, Yahoo Inc. and Dell Inc., reported paying global cash taxes over the past two years at a rate that's, on average, one-third less than other S&P 500 companies, the Times said.

Apple has legally allocated about 70 percent of its profits overseas, where tax rates are often much lower than in the U.S., according to company filings.

The Times cites a study by former Treasury Department economist Martin A. Sullivan that estimates Apple's federal tax bill would have been $2.4 billion higher last year without such tactics.

The newspaper says Apple paid $3.3 billion in cash taxes globally on $34.2 billion in profits last year. That's a tax rate of 9.8 percent.

In a statement, Apple told the Times that it has complied with all laws and accounting rules, and says that its U.S. operations generated nearly $5 billion in federal and state income taxes in the first half of fiscal 2012.

Wall Street analysts predict Apple could earn up to $46.9 billion in its current fiscal year, according to FactSet.

Unique wings allow one type of male tree cricket to hum a different sort of tune ? one that encompasses a wide range of pitches. The discovery could mean that these males are saying a lot more than previously thought, and that potential mates might be listening for these notes.

?The frequencies might be carrying some information about the condition of the male.? An insect that is able to sing faster, and hence at a higher frequency, might actually be quite well fed, or he?s in a nice warm place you might want to be in,? says Natasha Mhatre of the University of Bristol in England. ?You now have to ask: ?What kind of information is that frequency carrying???

Crickets produce sound by rubbing their wings together. For most crickets ? including field and bush crickets ? males can produce only one musical note. Generally, the pitch of the male?s song is directly related to his size. Researchers believe that when females scout for a potential mate, they tend to be drawn to songs of deeper frequency or pitch, which are produced by larger crickets.

But certain tree crickets were known to vary their tune. Scientists had observed, for instance, that a species from southern India called Oecanthus henryi produces high-pitch sounds at warmer temperatures. Until now, it wasn?t fully understood how these critters could do this.

In the new work, scientists found that five individual segments making up a large part of this tree cricket?s wing vibrate to produce sound. That differs from most other crickets, in which only one small section of the wing is involved.

The tree cricket?s particularly long wings accommodate different types of bending ? which is associated with different frequencies. These insects can make sounds than range between 2.3 and 3.7 kHz. Using computer simulations, researchers found that smaller wings could not produce such different pitches.

Also, at higher temperatures, these crickets tended to move their wings faster to produce higher-frequency sounds, Mhatre and her colleagues report online April 30 in the Proceedings of the National Academy of Sciences.

Because the pitch of the male?s song is not tied to body size in this species, the findings raise questions about exactly what information females are gleaning when they hear these songs, says Rex Cocroft, an entomologist at the University of Missouri in Columbia.

?It?s going to change the dynamics of mate choice,? Cocroft says.

Ann Hedrick, a behavioral ecologist at the University of California, Davis, wonders what these multiple notes could mean for the Oecanthus females.

?With these tree crickets changing their frequency all over the place, it means that their females must be able to hear and respond to a broad series of frequencies,? says Hedrick. ?Also, if there are further evolutionary steps in the male song, the question is: Will the females go along with them??
